Twice this last week, a bear was able to open one of Mid Valley Disposal’s uncertified “bear resistant” carts and distribute trash along the highway. The damaged rim indicates that the bear was able to get under the lid and pry it up.

For months, the unincorporated community of Three Rivers has been trying to get Tulare County to collaborate on a proven solution to a serious garbage service failure that has resulted in an escalating crisis. Recently, the community launched a petition and an email campaign in an effort to get the county’s attention and work together towards a solution. The county has responded with an anonymous email advocating a plan that has failed in all jurisdictions that have tried it.

On May 20th, our Community Services District hosted a community meeting at St. Anthony’s. During the meeting, Laile Di Silvestro of the Bear Smart Three Rivers team provided an update on the progress the team has made to-date. On 10 March 2025, community members held the Bear Smart Three Rivers Grand Kickoff Meeting at the Bequette House. It was a working meeting, but it didn’t lack the necessary fun and festive elements, including cake and fresh berries. The attendees discussed the proposed action plan and established 6 action teams that are already working to meet specific objectives. All interested community members are welcome to join!

The Board of Supervisors approved a garbage service rate adjustment whereby the 3-can residential customers would pay an additional $36 per month to voluntarily convert to bear-resistant containers. The community of Three Rivers has the ability to implement a more affordable and effective solution than the one currently offered by Tulare County and Mid Valley Disposal, and local residents are forming a committee to do just that. The Board of Supervisors is scheduled to vote on garbage service rate increases at its regular meeting tomorrow morning. The new proposed rates include monthly surcharges for bear-resistant containers for residential customers in the Foothill Areas. There are several potential issues with this proposed solution to our bear-related garbage challenges. If you have an opinion, you are strongly encouraged attend the Board of Supervisors meeting or email the board.
