    The Board of Supervisors approved a garbage service rate adjustment whereby the 3-can residential customers would pay an additional $36 per month to voluntarily convert to bear-resistant containers. The community of Three Rivers has the ability to implement a more affordable and effective solution than the one currently offered by Tulare County and Mid Valley Disposal, and local residents are forming a committee to do just that.     The Board of Supervisors is scheduled to vote on garbage service rate increases at its regular meeting tomorrow morning. The new proposed rates include monthly surcharges for bear-resistant containers for residential customers in the Foothill Areas. There are several potential issues with this proposed solution to our bear-related garbage challenges.
