Mid Valley Disposal $12 per cart monthly surcharge for modified carts
Due to the extra time and effort involved in dealing with secured trash carts, Mid Valley Disposal has begun charging Three Rivers customers a $12 monthly surcharge for each cart that has been modified to thwart hungry bears. Per Mid Valley management, these charges will apply even if the carts are unlocked prior to trash pickup. Given the lack of notice, at least one customer has been promised that the May and June charges will be rescinded if the modifications are removed. When contacted today, Mid Valley stated that this may be done on a case by case basis, but it is not currently Mid Valley’s policy for Three Rivers as a whole. Nevertheless, the company’s management seems open to discussion and willing to work with the community, both to mitigate our bear challenges and to keep trash pick-up affordable. The reports will help the community develop a Bear Smart Community Action plan based on hundreds of successful plans implemented by other communities. In the short term, the reports will also help Mid Valley management, county management, and our county supervisors understand the situation.

If there is trash that is not getting cleaned up on a county street or next to the street on the county right-of-way, you can report it to Public Works at 559-624-7073 and/or report the code violation via the form at https://tularecounty.ca.gov/…/code…/report-a-violation/.
If there is trash that is not getting cleaned up on the highway or next to the highway on the right-of-way, you can submit a clean-up request at https://csr.dot.ca.gov/index.php/msrsubmit. Note that the state right of way purportedly extends 40 ft. on either side of the center line.
